remember that in a letter to Gent as long ago as the 7th January, 1946, you said "We agree that a Foreign Service officer with China experience should be appointed to serve in Hong Kong for this purpose". In a letter to Miss Ruston a week later Satt wrote that Sir Horace Seymour felt that a Liaison Officer was required in Hong Kong preferably from His Majesty's Foreign Service.

It occurs to us that from your telegram No.85 Sir Ralph Stevenson may not appreciate that H.M.G. is already committed to this appointment or appreciate the consideration that has already been given to it. I wonder therefore if you would consider telegraphing to him again, referring to the Question and Answer in the House on the 27th January and inviting his urgent recommendations as to the names of possible candidates.
